The second edition of the Ormskirk Memorial Edition says (on page 21, under »Some Notes for Teachers«):
Bars 9–24::
In this sequence of couples crossing the dance and changing places up and down tha [sic]
dance, there is some ambiguity as to who should make the arches, and who should dance
under them. Again there is a simple rule, which is;
When going across the dance, the MEN make the arch always and when changing places
up and down, THE COUPLE COMING UP THE DANCE PUT THEIR HANDS UP AND THE
COUPLE COMING DOWN THE DANCE KEEP THEIR HANDS DOWN. [Emphasis in the original.]
